WORKSHOP ON THE REGULATION OF BROADCASTING IN INDONESIA: A REVIEW OF THE FIRST THREE YEARS

The Centre for Asia Pacific Social Transformation Studies (CAPSTRANS) at the University of Wollongong and the International Centre of Excellence in Asia-Pacific Studies (ICEAPS) at the Australian National University sponsored this workshop to review the first three years of operation of the Indonesian Broadcasting Commission (Komisi Penyiaran Indonesia – KPI).

The workshop convener was Professor Philip Kitley, Professor of Communication and Head, School of Social Science Media and Communication. Professor Kitley has published Television, Nation and Culture in Indonesia and Television, Regulation and Civil Society in Asia.

Background

While international scholarship on Indonesian mass media is limited a number of Australian scholars have published important media research in well reviewed articles and books. This emerging body of research and the networks which support it need to be nurtured so that the benefits can flow to Indonesia and new cohorts of postgraduate students can develop this further. Focusing on a significant institutional development in the regulation of the media in Indonesia, this workshop will further support scholarly interest and awareness of the changing structure of Indonesian broadcasting which derives from commercialisation and reforms initiated after 1998.

The Indonesian Broadcasting Commission has faced numerous administrative and political challenges during its first term in office from 2004 to 2006. Participants will share their reflections on the Commission's first three years of operation, and consider the policy, organisational, cultural and political lessons that can be derived from this foundation period. This workshop will consider a number of key issues in relation to the Commission, including:

• The structure of radio and television broadcasting in Indonesian legislation and on the ground
• Broadcasting content standards and public acceptance
• KPI Licensing powers
• KPI Regional representation
• The KPI and relations wit the Department of Communications and Informatics
• The KPI and Judicial Review Processes
• Cross Media Ownership regulations
• KPI role in empowering local media
• The broadcasting industry's role in the legislative process
• The unregulated character of cable television services
• Optimising KPI policy role
• Optimising KPI regulatory role

Aims of the workshop

• To provide an opportunity to meet and network with leading figures in the Indonesian and Australian media regulation environment.
• To give scholarly attention to the achievements and challenges faced by the Indonesian Broadcasting Commission in its first term of office.
• Promote collaboration between members of the broadcasting authorities in Australian and Indonesia, while considering key issues in relation to the Commission.
• To provide Australian and Indonesian students with access to leading researchers and figures in the media regulation environments of both countries.

What is CAPSTRANS?

CAPSTRANS is an Australian Research Council (ARC) Key Centre for Teaching and Research and a joint venture of the University of Wollongong and the University of Newcastle. The Centre seeks to examine social transformation processes in the Asia-Pacific region through innovative research by combining methods from a variety of disciplines, including political science, economics, sociology, anthropology, social history and media studies. What is the International Centre of Excellence in Asia-Pacific Studies (ICEAPS)?

The International Centre of Excellence in Asia Pacific Studies, at the Australian National University, is a Federal Government initiative which aims to raise the profile of Asia-Pacific Studies in Australia through a program of new, sustainable and collaborative activities. The Centre draws upon the Asia-Pacific expertise of key research and teaching centres throughout Australia, including ten foundation partners among Australian universities, several national professional networks, and a number of international centres of Asia-Pacific Studies based in Asia, Europe and North America. The Centre is located in the Menzies Library of the ANU, where the University houses its major Asian and Pacific collections.
